INTRODUCTION The aquatic monocotyledonous duckweeds (Lemnaceae Martinov) comprise five genera with so far 35 species and two hybrid species (Bog et al., 2019; Appenroth et al., 2024). Despite their small size and reduced morphology, duckweeds are remarkably diverse and their genetic, physiological and biochemical features, their development, evolution, and practical applications are of increasing interest (for review see Acosta et al., 2021; Cao et al., 2018; Fourounjian et al., 2020).

This article examines the Turnbull Coalition government's changes to the Commonwealth school funding model, inherited from its Labor predecessor, made by amendments to the Australian Education Act 2013 (Cth) passed in the Senate in June 2017 in terms of McConnell's three dimensions of policy success. By so doing, the case demonstrates both the interplay of policy, process, and political success and the challenges of sustaining successful reform to Australia's complex school funding system.
