ST. CLOUD — A Sauk Rapids 18-year-old has been found competent to stand trial on murder charges in the 2023 hit-and-run death of a 70-year-old St. Cloud man. Israel Muyaya Madimba, 18, of Sauk Rapids, is charged with first-and second-degree murder in the April 21, 2023, death of Norbert John Olmscheid, 70, of St. Cloud. Madimba was 16 years old at the time. According to authorities, Madimba called 911 and admitted that he had run over Olmscheid.
