LOWELLVILLE, Ohio (WKBN) — There were tense moments Wednesday night at the Lowellville City Council meeting, as residents are concerned they may lose their fire and police forces after another income tax increase failed in May. Mayor James Ludiciani says that won’t happen. While there have been discussions, nothing is final. In May, a proposed 0.5% income tax increase was rejected by Lowellville voters. It would have generated an additional $137,000 annually.
