CHICAGO — Yuritzi left her home in Michoacán, Mexico, three years ago. Planning to expand her family, she worried about sending her children to struggling schools in her Mexican hometown, where teachers were leaving in droves and kids couldn’t play outside because of gunfire, she said. Not long after arriving in Chicago, Yuritzi and her husband had a baby, their third child. And for a while, she said, the city felt safer and more secure than their home country — just what they hoped for.

CHICAGO — They wait and wait and wait. Some wait for hours. Some for days. Some for months. The families line up outside the state government office at North and California avenues as early as 4 every morning, several hours before it opens, to secure their spots. To pass the time, some sit in parked cars, and others strike up conversations while their children run around. Some buy empanadas and bottled water from vendors who work out of their cars or set up stands nearby.
