    CAPE MAY CITY – The City Council has adopted a recycling ordinance that has been debated for months in the governing body’s meetings. The new ordinance brings the city code in line with Department of Public Works practice in that it removes the statement from the code that all commercial recycling is the sole responsibility of the business owner. The city, despite that prohibition, has been picking up commercial recycling at a number of establishments for a long time.

    STONE HARBOR – In a borough that loses people from its employee leadership ranks with little or no public comment, Stone Harbor has now seen the resignation of Clerk Emily Dillon, with the only hint that it was imminent being a line in a slide in Chief Financial Officer Cynthia Lindsay’s 2025 budget presentation. Dillon assumed the role of municipal clerk on Sept. 11, 2023. She previously served as tax clerk, deputy municipal clerk and interim municipal clerk in Cape May.

    DENNIS TOWNSHIP – Having failed twice to gain voter approval for a permanent increase in the school district’s tax levy, the Board of Education this month took a different route: It applied to the state for an increase in expenditures beyond the level permitted by state budgetary caps. The application includes a request for Tax Levy Incentive Aid. The amount of additional expenditures requested is $1.9 million, which would represent a permanent increase in the district’s property tax levy.

    STONE HARBOR – The Borough Council has introduced a $23 million general fund budget for 2025 that includes a 7.2% increase in the local purpose tax rate. The tax rate would move up 2.2 cents, from $0.3220 to $0.3345. Included in the budget is a separate water and sewer utility budget for $5.8 million that has an almost $1 million shortfall and calls for a $125 per quarter payment for all properties for the remaining three quarters of 2025.
