The Wisconsin State Journal is a daily publication based in Madison, Wisconsin, operated by Lee Enterprises. It is the second-largest newspaper in the state, serving a 19-county area in south-central Wisconsin. As of July 2012, the paper had an average circulation of 83,000 on weekdays and 118,000 on Sundays.

UW-Parkside leaders presented the plan to the UW Board of Regents on Thursday, making the case that their university of 3,948 students is simply too small to justify having four distinct colleges, all with their own dean and three associate deans shared between them.

Universities of Wisconsin leaders want to make it faster to identify, alter and potentially eliminate low-enrollment programs. If implemented, the policy change being proposed could impact 30% of the UW system's offerings, as a third-party audit by Deloitte from late last year found that about 200 of nearly 650 programs analyzed are in the low-enrollment category. Under the plan, the UW system would use current enrollments as the metric for judging whether a program qualifies as low enrollment.
