    NO council in England has handed out more fines for dog fouling over the last five years than Barnsley Council. A new study by dog marketplace puppies.co.uk has found over 50,000 reports of dog fouling across the country in the past five years. It found there were 1,618 reports of dog fouling in Barnsley. It also found Barnsley Council issued 283 fixed penalty notices to dog owners caught letting their pets foul public land, meaning it came first in England for fines issued.
