A Bismarck man accused of stealing a Burleigh County woman's vehicle and emotional support dog rejected a plea agreement and asked to change attorneys on Monday. Liberty Briley, who was previously identified by authorities as being from Wilton, was charged with theft of property between $10,000-$50,000 and unauthorized use of a vehicle after an incident that started in Wilton in early March. The theft charge carries up to 10 years in prison; the latter, up to nearly a year in jail.

A Bismarck police officer who shot and killed a 53-year-old woman on March 7 when she allegedly struck him with her vehicle will not face any charges, according to Burleigh County State's Attorney Julie Lawyer. Lawyer's determination, released Monday afternoon, follows a review conducted by the North Dakota Bureau of Criminal Investigation.

A 70-year-old man who owns a Mandan massage business alleged to promote prostitution and employ unlicensed workers pleaded not guilty Monday. Wiemin Peng, of New York, faces up to five years in prison if convicted of the felony charge of promoting prostitution and up to 30 days in jail on the other charge.
